The first time this happened to me I went to free practice at the California Highway with my Thrustmaster TX wheel after just using it in another race. When I went to start I had no throttle response from either the throttle or brake or any force feedback however all the buttons work on my wheel. To make the story short I did all the possible troubleshooting steps such as restarting everything with a hard boot and tried my wheel on Forza and try my wheel with other races in the game and they all work fine. Even recalibrating the wheel it noticed all my inputs with my pedals and wheel so I know that the game was sensing my wheel properly. After more investigation I determined that any of the tracks where they start you out on the road without coming out of the pits in free practice the wheel will not work it's only in these situations that it does not work which has to be an issue internally with the game recognizing it on that situation. Once again this is only seen in free practice on any of the tracks that you start just dropped on the road I hope this is clear enough to understand but it's definitely a situation that is tangible I'm surprised I haven't seen any other threads on it.
