NVIOU5 got a very good tune for the Formula A on his thread. Just tweak gears and downforce a bit, perhaps also diff accel a bit for that track.

Just move the final gear ratio to accel, add 1 more df to front

how soft is the front end? the stiffer the front is the more understeer, stiffer rear is more oversteer, just find the balance between those two will help with understeering

Problem due to unavoidable full lock with pad tried different controller configs, but wondered if there was something could do in tuning to combat this?

So do you need it less responsive? I can change the tune to make it less responsive but wont help you on the hairpin...

Main problem areas are right hander at bottom of Saint Devot, left hander at Tabac, and through rascas, i need to make steering less responsive so stick doesnt give full lock as this causing understeer issue and causing front end to slide into barrier.

I have a tune at home which I was trialing on Monaco which does everything you have requested, Ill post it up when I finish work for you, I found it too unresponsive for my liking I could only get a 1:16 around monaco clean

Check controller config and turn up speed sensitivity - that'll restrict steering angle at speed to improve on your problem.

This setup has got me 1:20/21 without cutting corners or riding the wall etc and ~50L fuel

Disclaimer: My tunes aren't as successful as NVI0U5. You might want to save your current setup in case you don't like mine, or revert to default :P

What is your Steering sensitivity and Controller filtering sensitivity? Mine are 25 and 40. Give that a go.
