Actually it is at 120% but they are working hard in order to get it better at....120% of the CPU. :p

Unfortunatly Microsoft is not capable to build a core for their console. They should perhaps ask to IBM.
The XB1 uses virtual machines for execution inside windows.

And if pCARS already outmaxed the PS4 won't that mean there is not much room for progression on pCARS 2?

Developers always claim they are using all available power. The cloud is why I chose PCars on PS4 not on Xbox One..So fed up with losing all my work and saves on the Forza games.

because they dont use the cloud for this game. Cloud is meant to offload processing so that more horsepower can be directed for graphics. I dont believe the game uses that, especially because its cross platform.

Even a lot of hastily put together launch titles use near 100% of a console. Doesn't mean there isn't room for optimisation.
