Like the title says how the hell can I paint a car? Im on PC and I see the option where you can select certain colors but I want to paint it a color that I can choose custom like a matte pink if I wanted. How do I do this?

With Photoshop. There's no ingame livery editor.

Sounds somewhat simple im a new PC user. Is there a way to get photoshop for free or where can I download it?

Not legally, no. But there's a freeware called GIMP that you can use for this.

Be warned it is a steep learning curve though, especially if you have never done this sort of thing before or even used such programs.

You can actually use whatever graphics program you want for the painting itself, and then convert the file to dds with a dds converter such as DDS Converter 2.1 (http://www.kayssplace.com/files/index.php?display=594)
I work almost exclusively in Illustrator, all I use Photoshop for is handling alpha layers if I need them.

This would allow you to use even Paint, if your project is simple enough (like a one-color paintjob or simple graphics).

For more advanced projects, I've heard that both gimp and paint.net are nice alternatives.

i use paint.net, its free and opens and saves as .dds files.
simple to use no plugins needed.

Photoshop CS2 is legally free now...
Adobe is giving free registration numbers on their website.
