Is it in the game so (as in real life) that when you carry as less a possible amount of fuel that the car is lighter, so faster then with a full fuel tank?

Braking distance (and therefore brake temps) certainly increase significantly. More so in lighter cars.

It also (on most cars, depending on where the fuel tank is located) affects the weight distribution of the car, so most cars tend to have a heavier rear when running a full tank. This can lead to some amount of twitchiness as the fuel levels go down, less weight on the rear tyres reducing traction and making the rear suspension act stiffer.
