Given I also own a ps4 pro, I've been thinking on the matter.

Playing pc1, assetto, iracing or any other game on pc is always a blast compared to its console counterpart. We all know this. But since the release of the ps4 pro, and given the importance of the online and the majority of the people using this platform, I have doubts on which system to play pc2 when the time comes.

I mean if the ps4 pro version is able to keep the rock solid 60 fps mark even under stormy/rainy conditions while keeping a decent graphical level, then this platform could be the most interesting choice given that most of the people will be there.

Will dedicated server support be available this time around for consoles too?. Just p2p?

And mods? Will modding be made available the same way as to the pc community?

Unknown at this point. The third party app support will be there like it is with PC1.

Anyway, correct me if I'm wrong but most mods on PC1 were only about illegal stuf (cars and official liveries which the modders didn't have any right to distribute). I don't judge that, since I'm using most of them but I'm sure the right holders wouldn't be pleased seeing SMS, Banco and Sony distributing their property like that, resulting in a heavy moderation from SMS on the allowed content, which brings me to "what would be left".

Obviously, when I say "mods", I don't include programs that were changing the game files (like the custom grid tool, etc.) which will never make it to consoles anyway.

Has SMS said anything about mods on PCars2 on PC? I don't think it will be moddable like AC and RFactor2. If this is the case, mods should not be a decisive factor what platform you will play Pcars2 on. PC offers the flexibility of performance x quality which is great if you prefer fps over resolution or ultra textures...and of course updates: the submission process for updates on consoles is pretty lengthy.
