Are you sure about that FPS count ?
I have a Nvidia GTX 980ti for triple 27" 144Hz monitor setup and most settings on high. I still get at least 60-70 FPS in pCars, R3E, AC. rF2 is struggling a bit (especially with a large field in the start and the first laps (until the field spreads out), but the move to DX11 helped a bit to augment the FPS count, still heaviest of my sims.

Even with a 1080ti you won't see 90fps on high settings. I have to run everything on low with 1.35 downscaling to maintain 90 fps.

Is 45fps on the Rift much of a problem anyway with ATW? It does a bloody good job in sim racing, I reckon.

I would suggest using dsx2, might stretch to DS2M, running a time trial and seeing if your FPS increases, the rift is much hard to run than 4K.

Also, make sure that hide crowds is turn on.

If still having issues try the below:
Anisotropic Filtering - 16x
AA - DS2X
Reflections - off
Environment Map - low
Car detail - Med
track detail - High (to avoid popping)
Shadow - low or off is available
Motion Blur - no
Render Frames Ahead - 1
Detailed Grass - no
Particle Level - low or off is available
Particle Density - low or off is available
Stretched Headlight Reflections - off

Make sure skip crowds is on
