Planning to start a IndyCar championship... we are not sure about car balance.

Both Dallara (Chevy & Honda) have same main parameters... speed, weight, power.... but... are them 100% the same?
Or maybe the game is taking into account aerodynamics, engine, some mechanical setting

If they were the same, that would be very sim like correct?

I know they worked extensively with Schmidt-Peterson Motorsports on the Honda. There was a big article about it on the pcars website.

Unclear who they worked with on the Chevy, doubt it was Penske.

That said I think the road course Chevy has a smidgen more downforce than the Honda, but the oval Honda seems a smidgen faster.

That could be just my bias, but that is my experience.

Someone's personal experience is sometimes more than enough ;)
