Before the starting a race i make settings for starting wheel.Selected starting wheel-custom-calibrate wheel-set inputs(left,right,gas ,brakes.), start a private testing and car not all commands work(just gas and brake). Why?
P.S :My steering wheel functions working all(gas,brake,left,right) only set mouse and keyboard layout from controls menu.Why?

I also noticed that not only you are missing apexes (sometimes by a lot), you are also not starting your turn fully on the outside. By not using the full width of the track your available speed through the corner is much slower than it should be. Your probably feel that, instinctively try to componsate by getting on the gas as early as you can, the car is not ready yet, and you spin.
@capersnip wheel have 180 degress but rotation in game isnt smoothly because wheel in cheap
Can i make steering wheel a bit smooth?
180 in total or for each side?
Try to lowerd the sensitivity,
And maybe incrase the sensivity of speed.
