Newbie wants to know if images that are saved can be downloaded from the PS4 console; i.e. to another computer?

Of course, you can copy them to an external usb hdd or pendrive and do whatever you want with.

On your ps4/capture gallery/project cars 2/ Then, right arrow to one of your screenshot, press options button/copy to usb storage device/ choose the pics you want. Done

In fairness it's not a PC2 centric issue though, it applies to all PS4 captured media in the same way - anything you capture with the 'Share' button you need to either share direct to FB/Twitter, or export manually to a USB.
