I have a Thrustmaster TMX wheel and have the same shaking problem on the original XboxOne since patch 5.
Curiously it's only when racing against AI. On Time Trial and private testing the FFB on my wheel is great on "raw". It's easy to control the car and the driving is excellent! But as soon as I try to race against AI, the FFB is acting differently and I get some shaking on straights, with the exact same car on the same track with same setting.

Last night I tried a private race with only 2 AI instead of 15 and I'm able to get the same great FFB as driving in Time Trial. I even redid the wheel calibration to be sure.

I think this game is a bit borderline over the Xbox capability.

Which do you think is more effective?
The wheel pushes on your hand to give "feedback".
When your grip is loose, it overshoots, corrects itself, overshoots again (because the next feedback signal adds to it), and continues to oscillate til the car spins out and hits the wall.
Holding the wheel loosely amplifies the problem.

On some cars this oscillation is stronger/worse than others. It is related to suspension geometry and tire compound.

I use this wheel on both XB and PC and use basically the same settings now, it works well on PC but a bit light on XB as I have to turn it down a bit to stop the vibrating, but the vibrating doesn't happen on PC.

    XB Raw, 90, 20, 90, 0, 0.00 and on PC at present I am liking Raw, 90, 40, 90, 0, 0.00

I have tried all the flavours, tried a lot of Jack Spades files on PC but the Raw just seems to do it right, and using the same settings, or close as, on XB it still feels good. Online seems to make the vibrating worse for me so playing offline I can usually have it set closer to PC settings, but really I have it as high as possible before vibrating starts and the car doesn't feel too heavy.

+1 for lowering FX. That is likely where the shaking issue comes from. Gain will control the oscillation, but as has already been said, it needs that to give you the FFB, however you should only need a light grip on the wheel.

This is why I use Gain rather than Volume, as I find more desirable results (console) than with Volume.
