sudden FPS & Gpu usage drop for no reason help!

pcars2 was running fine till few days ago and suddenly today, its fps and gpu usage dropped to unplayable levels.

gpu usage is less then 30% and frame rate dropped till 15fps.

weirdly it spikes back up to normal (100%, 140fps)when i pause the game.(while in session)
I think this is some kind of clue but I lack the knowledge to interpret this.

the game was running fine till 3 days ago. i have no idea and fiddled with vsync and power settings , updated the graphic drivers, I even reinstalled the game to get no results.

    please help

Turn off cloud saving for the game in Steam.
Delete your graphicsconfig file in Documents/Project CARS 2 and try again please.

No luck, did it and still 15fps while in session.

cpu & gpu spikes not while driving, but when i pause the game.

the game camera and fps runs butter smooth when I pause the game.

I've suddenly had that today a lot, too, on my i5 4460/GTX 960/Win 7. I mean as much as having 2-3 such huge FPS drop moments for about a second or two, every lap in Brands Indy...I'm pretty sure it is heat-related, will test again tonight.
