It's only been a slight niggling feeling.

But I suspect something may have been tweaked around all the tyre, physics changes around patch 3 and 4.
When I started during 1.2 I think it was a lot easier to loose traction from throttle input.
    Main rig: Asus ROG - strix z370, i7 8700k, MSI 1080ti gaming x, 16GB 3200mhz DDR4
    Logitech g533 headset. 32" ultrawide - Oculus Rift CV1.
G29 - CH fighterstick - CH pro throttle - CH pro pedals

    Second rig: MSI gaming 5 z97 chipset - i7 4790k - 16GB 2400mhz RAM - 980ti.

I'm also having a hard time buying that the tiny spoiler you're referring to was either a) substantially adjustable or b) capable of producing measurable DF.

It's not a huge deal to me, but interesting nonetheless. 99% of what I've read about the car has been focused on running at Le Mans, where downforce was obviously the least of their concerns (the 917LH infamously had high-speed lift in the rear).

Is there perhaps a book or online resource that mentions the teams using these devices to alter aero balance? I'd love to be wrong on this, but PC2 is the first depiction of the 917 I've seen where front DF was adjustable and I'm wondering why everyone else got it wrong.
Well the only quick reference I found was Wikipedia and as far as I could tell there wasn't any front downforce, at the time most racing was focused on the rear downforce. This is how Porsche fixed the 917, cobbled together in the pits with some Aluminum bits during testing to become the eventual 917K with rear downforce. So, I would agree with you that perhaps there shouldn't be an adjustment so just don't use it.

The Track tires do appear to be too much, even a spool or ratchet can't break them loose as it should. I don't remember the car being this planted before so maybe it is a result of the patch, I am suddenly over 1.5 seconds quicker.
    Bikes wrecked-77 Suzuki RM125, 78 Honda Elsinore 250, 81 Honda CB900F, 2000 Kawsaki ZX12R(2), 2001 Honda F4I, 2005 Yamaha R1. A bike hasn't been made I couldn't wreck, spectacularly, but I'm retired now.

There's definitely been a few changes.
Hard GT3 tires for example. Try that with the loose setup on the M6. If you don't get power oversteer in that car you need to check your throttle input!

But this thread I suppose is more about the vintage car tires. In saying that, at least during patch 4&5 the Lotus 72 and 78 definitely had power oversteer on default loose setup on the track tires. I didn't try a low speed burn out but coming out of a corner at road America or Silverstone classic the back end definitely comes around at full throttle in 2nd/3rd even 4th.

What tire compound were you using?
    What was your tire pressure?
What was the track and tire temperatures?

Well this turned into a good read and informative. I have a question though does anybody know what the all terrain tire is supposed to represent in p cars? I think all terrain like for a truck and that seems like a really odd name to call a tire meant for a race car. I honestly have never tried them on any car just because of the name.

It's the tyre that most cars get to allow you to use them on the RX tracks. You'll find they work better across the dirt/tarmac mix than other tyres
