I saved as the .dds with DXT1, generated MIP maps, Compression quality = high. The other options I remained as default. Image mode = RGB 8 bit. What might go wrong?

Did you also check on a track? I seem to remember someone reporting a colour difference between the showroom and actual in-game look.

Not sure how their PBR model works (I assume its PBR) - however you will find you have to use a darker colour than expected due to the light interaction in the game.. it recolours the texture colour dependant on the lighting... if its sunny and bright, it yellows and brightens the colour, if its night, it darkens the colour.

As such, you need textures need to be desaturated and darkenned.. (Link below to PBR details, 3/4 way down is texture colouring).. Ill see if i can find another Link - RF2 had a good guide for modders.

See Albedo Guide (colours between 50 and 210) not lower or higher in RGB Scale.. (However this is a different engine, so maybe different for pcars2)

all liveries i've done, in PC2 and AC, the color in-game is always lighter than what looks 'correct' in photoshop/gimp

If your using Photoshop (CTRL U) and desaturate it (20 points) and darken it (10 points) or maybe some more

10 points darken still not enough, especially for the blue. I think I need to do the color sperately. Thx for suggestion though!

I had the same issue with the GT3/ GTE Aston's when trying to match the green of the current real liveries. You basically I had to go very dark (well beyond what you expect) to achieve the colour I wanted. Try going nearer to the dark end of the colour (102c4d) and see the results.
