Low FPS - Followed VR Setup Guide

Hi, I recently picked up a VR headset and though it runs smooth in other games, it seems that it runs really bad in Project Cars 2. My FPS according to the Oculus Tray Tool states im getting about a solid 30 FPS while in race. I do think it is my computer because I followed the setup guide here on the forums and used 1.2 for supersampling. What does everyone recommend I upgrade or are their some other settings I should change? Specs below

    i5-6500 at 3.2 GHz
    8 GB RAM DDR4 2133
    Nvidia GeForce GTX 960 w/ 2GB VRAM
500 GB HD (Should I be running this game off an SSD?)
2 Fans (Water cooling make a difference?)

    Thanks!

your GPU is very low end, minimum is a 970 -> upgrade to 1070 or 1080 minimum
    16GB RAM is better
Yes, install pCARS2 on a SSD
Every car could be a race car, as long as you have the balls to drive it like that !

1.2 super sampling.. you only have a 2G VRAM card... it will probably be exceeding that before any type of AA is applied.
CPU is only quad core.. not great either (PC2 is very CPU heavy even before trying to go VR)

basically what you have is on a par with what I have sitting under my TV and I wouldn't even attempt to use that for VR

    i7 4770K - ASUS Z87-A - 16Gig DDR3 (2x 8G Crucial Ballistix PC3-12800) - ZOTAC GTX1080Ti FE with EVGA Hybrid Cooler - iiiyama ProLite B2783QSU - Oculus Rift CV1 - Samsung 840 250G SSD , WD 320G Blue, WD 6T Black, WD 2T Black, OCZ 120G Vertex 2 SSD, LiteOn iHAS122 DVD-RW - Creative Audigy 4 - Creative 5.1 speaker system - Logitech G19 - MS HABU Gaming Mouse - Fanatec GT3 RS V2 + CSP V3 + SSH Shifter - Windows 10 Home (64 bit).

    Second machine used for additional testing. i7-4790T - Asus H97-Plus - 16G DDR3 PC-12800 - EVGA RTX2060 - iiyama Prolite E2607WS - Oculus Rift CV1 - W10 Pro (64 bit) - xbox360 pad or Logitech DFP (all at stock speeds)

    HTPC - For testing of Steam Big Picture Mode (Hopefully from Media Portal 2) - i5-4590S - ASUS H81M-C - 8G DDR3 PC-10666 - Gigabyte GTX1050Ti - Windows 10 Home (64 bit) - xbox360 pad

At the very least, upgrade your GPU to a GTX1070. You're current setup is not powerful enough for the minimum PCars2 VR requirements.
    What line?
PC: Ryzen7 2700x, RTX 2080 Ti, 16GB RAM, 512GB SSD HD, Oculus Rift and Vive Pro
Wheel/Pedal: Fanatec Clubsport wheel, pedal, shifter and handbrake
