open wheel - why front tire pressure 1.7 and rear 1.45?

Why is it recommended that front tire pressures be so much higher in the front than the rears? I'm trying to understand the Indy cars better, I'm so I'm wondering why this is the case. Cheers!

Indycar I would save doesn't live by this rule. Road indy possible, however oval, I don't believe its the case.

Now while I haven't run as high pressures as that I have had a year of motorsport engineering education (go me) and learnt that on an S-S style car (open-wheeler) the construction of the front wing provides more downforce than the rear, as a balance you'd set the fronts to counteract this additional aero weight being pushed onto them.

This is just my brief understanding, it may be wrong.

For the Road cars this is just the starting pressures, you have to adjust them to the target(1.7 front/1.45 rear) after running a few laps.
