    VR NEWBIE SEEKS HELP PLS

hi guys, i am completely new to vr so pls help.
    I am on i8700 and 1080ti and i have a valve index.
As you know with index you have 80,90,120 and 144hz as selection.
I noticed that when i change the hz my fps is like half the frequency selected so: if i am on 120 i have 60 with 50 reprojection and 75-80 gpu use; when i am on 80hz i have 40 fps; with 90hz i have 45fps.
all this fps values are locked, i do not have v sync on and all my in game settings are really low to push fps.
Also my gpu use is about 70% and cpu no more than 40%.
I did not change the values on steamvr and in game i use VR pixel density 1.3
Can someone pls explain me this data?!?
i use fpsvr to check fps,gpu etc
