Is there a way to open the vehicles .BFF files in \Steam\SteamApps\common\pCars\Pakfiles\Vehicles\*.* ??

Painting is possible without opening the .bff files..

Not sure what you intend to do with them but i Dont think this is the right place to be asking how to access\mod game files.

if the file structure is similar to SHIFT 2, unpacking those files will be able to squeeze in more liveries for the existing cars by editing the .rcf files.
