They are working already, but they are not the servers we want them to be, yet
Have a look HERE
Add "-autods" or "-searchds <SERVERNAME>" to your game start options in Steam and have fun
Note: The servers are not final yet! They are only rebroadcasters for now - autonomous dedicated servers will come later

Hey guys, I got a group race in 30 minutes and just curious if -autods might be any more stable than the normal method since the Steam servers have been dropping -everybody- all day today and I'd like the race to actually come off and not get dropped 10 minutes into it... if -autods is no more reliable than the usual method then nevermind, that's all I want to know. Thanks

Since path 3.0 autods is not requeired anymore. If you configured you server to be joinable when empty than it will appear in the list of lobby. Than the first person to connect will be the host and will have the permission to change some sessions parameters (depending on what is configured to be contraoed by the server or the host).
Even thought the DS on its own does not add any features, it should provide a more stable connection than peer to peer sessions. Using the server in conjunction with one of the monitoring/control app will give you additional features but those apps are still WIP at the moment. I am trying to restart development on one of those but the lack of time is making things slow.
I have a server "PCARSFriendsTestXavier" running for a while, with the "ProjectCARS-DS-LiveApp" monitoring/recording the sessions. It was meant to give you access so that we can do some practice session on it to accelerate testing/bug fixing/and feature development trough user feedback.
