Probably because in practice this system turned out to be a horrible failure that created way more problems than it solved

You can't make a turn a "no go" in practice and qualifying to then forget all about it in the race imo...
It's obvious Hamilton couldn't beat Verstappen in qually when keeping within those limits, why should that disadvantage suddenly be overlooked?
Redbull had the faster car, but was stolen from that advantage by inconsistent officials.
Add those 29x1/10ths to Lewis' time and the true winner is Max.
