Is there a tutorial, how to create a 3D Paint template from a 2D Paint template?
I've been looking all over the internet but found nothing. No video and no guidance.
A step by step guide would be good. What programs I need?

Photoshop CS has a built in plugin for painting directly on a 3D model. You need the 3D surface model that's tied to the UV map to do it.

Converting 2D Template to 3D Template is not possible?
The 2D Template is a UV map which basically maps out the overall shape of the car in various parts, it can't be converted into a 3D object though. You will need the original 3D models of the car you want to paint and programs like Photoshop CC or Extended with the 3D support, then you simply would edit the UV map and update it on the fly in Photoshop, then export the DDS file once you have completed your design. The only problem with that is you cannot access or open the 3D vehicles models from the game, they are encrypted and thus we are limited to painting on UV maps.
