In the "Properties" of the title in Steam, you can go to the "Updates" tab and change it. It defaults to "Always keep this game up to date", which is what you really want.
However, since pC1 is pretty much complete (i.e. likely no more updates coming), there is no way to not have the latest patch. That option would only stop future patches (if there were going to be any).
