The guy wrote somewhere in the comments below the vid that he literally changed seats. He stood up from his racing seat and stepped to the right and sat down in another chair. Lol..
Yes, you can move. as long as you don't get ou of the car is OK (otherwise the image will clip).
You can also be outside of the car BTW if you choose chase came that is (i keep saying this because I recall something about it but I have yet to test it

Yeah if you stand up while you are in a VR replay, you can stick your head out of the sunroof and look around. It's a great way to appreciate all the awesome moves you pulled during the race.

I posted this in another thread, but it's fun of you set the replay camera to the bumper cam of the car in front of yours then sit on the floor and follow your own car.
