Ok, since we now have Patch 4.0 it's time to see what happens. I can only run the Ovals so all my results are there. I am testing the TRi Oval where I have approximately 100 WRs. I only ran 1 car and it's slower so far, can't tell yet what happened and need to check more cars.
The Softs on the Speed 8 and BMW V12LMR are slower, don't know if it is fixable by changing setups or pressures(EDIT fixed with adjustments). The NSX on Hards is slower? The LMP2 cars that received a bump are faster but the Marek and RWD are not competitive still. The GT3s are slower so far. Maybe they will be faster on Road Courses.
EDIT fixed the Marek but the P20 RWD is hopeless(for me at least). There was enough room in the suspension and dampers to eventually get back to my old WR with the NSX. I was surprised that the GT3s were all affected negatively by this patch at the Tri-Oval. It took a lot of adjustments to get back or improve times but I was able to, except the AMG and SLS, still having issues with these. EDIT Was able to improve all the GT3s with the new Patch 4.0, many changes, some exasperating, required.
From the Patch notes "Small HP balance adjustments to Bentley, Cadillac ATS, and Ferrari GT3 cars." I am seeing the increase for the Cadillac(500 listed at 485) but with the Bentley I am only seeing the listed hp of 490(I don't know if it was way under before).
Wow, the Group C cars, GTP ZX Turbo 3.8 seconds slower on the Tri-Oval. With the new tyre carcass you need to really raise the pressure to get the speed out of the tires at the Tri-Oval. I don't know if this is the case for the road courses but it is something you should consider looking into.
Hards vs. Softs in TT for GT3 Hards seem to still work better. Other cars Softs still work like the Ford Mustang Cobra, Oreca Nissan and others. In Career and Custom is where the Softs are more useful. I'll EDIT this if I get more information.
Oscaro Adalexis was able to beat his previous record prior to Patch 3.0 with the Ferrari 488 GT3 at Imola, he was using Hards. He also has taken the Sugo record. He has run a 1:27.746 at RBR, only 0.049 off the WR from October 2017. Uh oh, I guess the Ferrari is back at some tracks. EDIT Oscaro was able to change his setup to improve to a new WR at RBR(Post # 7).

I'm going to add this link. It's regarding the tire temperatures/pressures in PCars2. It's the most viewed thread in the Garage, for a reason. One of the critical areas to gaining control of your car at a particular track is adjusting your tire pressures to their optimum pressure for the tire you are running which is impacted by the ambient air and track temperature.

The reason I am doing this is I just can't find anywhere that you should use Wet/Rain tires in cold dry conditions in RL. The tire failures were at night in mixed conditions so if the conditions were dry the failures would have been more dramatic. If anyone has information that you can use Wet/Rain tires in dry conditions I'll update this.
