I Can't chat in public lobbies!

Hey all. For some reason, I am unable to communicate with anyone whilst in a public lobby. I am on Xbox One S. I have tried a private party, and that works fine. I have switched headsets and controlers.
I know it's the game, because the microphone icon comes up for other players whilst i'm in a lobby, but as far as I know they can not hear me, and I caan't hear them. Iv'e tried switching from party to public lobby mode and not having a party active too.
Iv'e looked though menus and I can;t find anything that would be disabling my mic.
Any help or advice would be greatly appreciated.

I have been playing PC 2 for a number of years and using voice chat in multiplayer games. All of a sudden it now doesn’t work at all. There is no voice chat. I also purchased PC3 and it also has no
Voice chat in multiplayer mode. I have a turtle beach headset with microphone and it works fine when I chat in party mode. What is happening? I am on a PS4.
